Das 2011 revidierte Gewässerschutzgesetz verpflichtet die Kantone, die Gewässer zu revitalisieren und die Umsetzung dazu in einer strategischen Planung aufzuzeigen. Zudem sind die Kantone zusammen mit den Inhabern von Wasserkraftnutzungen verpflichtet, die negativen Auswirkungen der Wasserkraftnutzung zu beseitigen und die notwendigen Sanierungsmassnahmen zu planen.
