Indication des secteurs stratégiques pour l'habitat définis dans la fiche U.02 "Zones à bâtir destinée à l'habitat" du plan directeur cantonal.
Les secteurs stratégiques sont des surfaces de taille relativement importante (au moins 1ha), partiellement ou totalement libres, situées dans les pôles régionaux, à proximité des arrêts de transports publics, notamment des gares. L’accueil de nouveaux habitants se fait prioritairement dans ces secteurs en instaurant des critères quantitatifs et qualitatifs de densité.
