Müssen Nutzungspläne angepasst werden oder liegen keine vor, so kann die zuständige Behörde für genau bezeichnete Gebiete Planungszonen bestimmen. Innerhalb der Planungszonen darf nichts unternommen werden, was die Nutzungsplanung erschweren könnte. Planungszonen sind auf maximal 5 Jahre befristet.
