Urbane Entwicklungsräume umfassen neben den Kernstädten ihre unmittelbare, dicht besiedelte Nachbarschaft. Sie sind Teil der Agglomerationen. Ihre Funktionsfähigkeit ist zu erhalten. Die räumliche Entwicklung der Gemeinden ist von diesen auf die angestrebte regionale Gesamtentwicklung abzustimmen. Die Erreichbarkeit und der Anschluss an das übergeordnete Verkehrsnetz sind zu gewährleisten. Die Lebensqualität und die Standortattraktivität für das urbane Wohnen und Arbeiten sind zu steigern.
