In Gebieten mit traditioneller Streubauweise, die im kantonalen Richtplan festgelegt sind und in denen die Dauerbesiedlung im Hinblick auf die anzustrebende räumliche Entwicklung gestärkt werden soll, können die Kantone bei der Änderung der Nutzung bestehender Bauten erweiterte Nutzungsmöglichkeiten zulassen.
